Dr. Alicia Hart is the Chief Operating Officer for Alexandria City Public Schools, where she oversees support operations for the division to include capital projects and improvements, transportation, safety and security, school nutrition and maintenance. With over 20 years of experience in the facilities and operations management industry, Dr. Hart has successfully managed multi-million-dollar capital improvement projects and led cross-functional teams to achieve measurable results. Dr. Hart joined ACPS in December 2019. Prior to joining ACPS, she was the Assistant Director of Public Works, Buildings and Grounds Division, for Prince William County government. Before joining Prince William County government, she was the Administrative Budget Manager for the Prince George?s County Department of Parks and Recreation. She holds a Doctorate in Business Administration from Walden University, an MBA from Strayer University and Bachelor?s degree in Business Management from Hampton University. Dr. Hart is also a certified project management professional (PMP), which she obtained in 2014. In addition to her noted education and certifications, Dr. Hart completed the Executive Coaching Program through American University in 2023. Throughout her career, Dr. Hart has spearheaded several high-impact projects to include Douglas MacArthur Elementary School and the new Minnie Howard campus of Alexandria City High School. She has received multiple industry awards, including the Prince William County Executive Award in 2019. Dr. Hart?s professional philosophy centers on equity, data-driven decision-making and fostering creativity within her team. Her goal is to continuously push the boundaries of facilities management and operational logistics to deliver exceptional value to her stakeholders.
