Tom Dowling has over 30 years of experience in the facilities industry, including 18 years with the Office of Physical Plant at Penn State University as a trades supervisor and project manager, and 13 years with the Penn State Facilities Engineering Institute as an instructor teaching energy efficiency course for the General Services Administration (GSA). Tom currently works with the Clean Energy Center teaching “Building Retuning” and “Building Operator” Certification courses.
